To find Counter-Strike servers I'll recommend using the All Seeing-Eye program also known as "ASE". ASE best part is that it can find servers by Countries filter, which means it can find the servers which are fastest for you without going through other countries servers.

You can specify ASE to only show you servers which use StatsMe, Admin mod, Cheating-Death (CD) and more. You can also tell ASE can load and close CD when you join CD servers.

ASE has more many features and it can find servers for other games but I'll just end here and let you discover the rest.
